As initially reported by 404 Media, transparency data reveals the handover of personal information, including phone numbers and IP addresses, to U.S. authorities 900 times, affecting over 2,200 users. To put it in perspective, from the first to the third quarter of 2024, only 14 requests were recorded in the U.S. The fourth quarter alone saw 886 requests, marking an increase of over 6,000%. The United Kingdom experienced a similar surge. India, which implemented data surveillance laws in 2022, logged the highest number of requests.
Change in Privacy Policy: A Triggering Factor?
This surge coincides with a change in Telegram’s privacy policy in September 2024. Now, user phone numbers and IP addresses can be disclosed to competent authorities if they are suspected of criminal activities that violate Telegram’s terms of use. This change occurred concurrently with the arrest of Telegram’s CEO and founder, Pavel Durov, in late August 2024.
