For the first time globally, the United Arab Emirates are using artificial intelligence to draft their laws, marking a groundbreaking step in the integration of technology within legislative processes.

The United Arab Emirates Unveils Groundbreaking AI-Powered Legislative System

The United Arab Emirates (UAE) has introduced a pioneering initiative globally, employing artificial intelligence (AI) to assist in drafting, amending, and reviewing its legislation. This marks a global first in incorporating AI into the legislative process.

Legislation Accelerated by AI

Sheikh Mohammad bin Rashid Al Maktoum, Dubai ruler and UAE Vice-President, announced plans to leverage AI to expedite law creation by up to 70%. The newly approved Regulatory Intelligence Office will oversee this rollout.

Sheikh Mohammad told state media, “Powered by artificial intelligence, this new legislative system will transform how we create laws, making the process quicker and more accurate”.

A Major Leap for AI in Governance

The UAE’s approach significantly advances beyond current global uses of AI in government which are mainly limited to administrative support and document synthesis. The Gulf state aims to use the technology to actively revise and amend legislation by analyzing government and legal data.

Emirati political commentator Abdulkhaleq Abdulla told the Telegraph, “We are very serious about AI,” emphasizing the UAE’s ambition to become a global hub for AI and the digital economy, akin to its status in finance and logistics.

Concerns Remain Over AI’s Reliability in Legislation

However, concerns about the technology’s reliability in legislation persist. Researchers warned the FT about the potential for AI models to misinterpret legal texts and generate proposals that could misalign with human norms and contexts. Despite these risks, Keegan McBride from the Oxford Internet Institute commended the country’s ambitions, noting the UAE’s centralized governance structure allows it to adapt quickly to new technologies, unlike democratic systems.

The UAE’s Commitment to AI

This initiative is part of the UAE’s longstanding commitment to AI, highlighted by the appointment of Omar Sultan al-Olama as the world’s first AI minister in 2017, shortly after unveiling the UAE Strategy for Artificial Intelligence. This forms part of a broader plan to enhance government efficiency through emerging technologies.

Last year, the Gulf State also launched the AI-dedicated MGX fund, supporting, among other initiatives, BlackRock’s $30 billion AI infrastructure investment fund.
