A New Plan for Rebuilding Gaza

On Tuesday, March 4, 2025, a significant milestone was reached in Gaza’s history. Arab leaders, meeting in Cairo, outlined a $53 billion reconstruction plan for the Gaza Strip over five years. This initiative stands as an alternative to Donald Trump’s controversial proposal to place the territory under American control.

The Core of the Plan: A Reconstruction Fund

A fund has been established to finance the rebuilding of Gaza, a territory ravaged after 15 months of conflict between Israel and Hamas. Arab leaders have called for international contributions to expedite the process. The summit’s final statement warned, “Any heinous attempt to displace the Palestinian people or annex parts of the occupied Palestinian territories would plunge the region into a new phase of conflicts, posing a direct threat to peace.”

A Transitional Administration

Initially, the Gaza Strip will be managed by a committee of Palestinian technocrats until the Palestinian Authority can take over. The first six months of reconstruction will focus on debris clearance, demining, and providing temporary housing for over 1.5 million people.

UN Support and Israeli Rejection

Despite being rejected by Israel, the plan has received support from the UN. UN Secretary-General Antonio Guterres, present in Cairo, expressed strong backing for the Arab plan. Additionally, Hamas has welcomed the project and the formation of a committee to manage the territory.
