The new guidelines prohibit artificial intelligence from making decisions related to launching nuclear weapons and granting asylum.

A New Era for AI in Military and Intelligence Sectors

The White House has recently issued its first national security memorandum outlining the framework for artificial intelligence (AI) use in military and intelligence agencies. This partially public memorandum marks a significant milestone for AI in government administration.

Strict Guidelines for AI Utilization

The new memorandum sets forth guidelines for daily AI operations in military and intelligence agencies, establishing various deadlines for these agencies to review AI tools and regulations. Most deadlines extend beyond President Biden’s term. The document also aims to curb “the most dystopian possibilities, including the development of autonomous weapons,” according to the New York Times. It imposes strict limits on AI usage, particularly regarding weapon systems, and specifies that AI cannot be used to decide on launching nuclear weapons or granting asylum status to immigrants in the U.S.

Safeguarding Private Sector AI Advances

The memorandum also highlights the need to protect private sector AI advancements, deemed “national assets that must be protected… from spying or theft by foreign adversaries,” as reported by the Times. It directs intelligence agencies to assist private companies working on AI models to secure their work and provide updated intelligence reports to safeguard their AI assets.

A Step Towards More Responsible AI Use

This White House initiative marks an important move towards more responsible and ethical AI use. By setting clear and strict rules on governmental AI utilization, the memorandum paves the way for broader reflection on the benefits and risks of this technology, especially in light of AI advancements in China.
