Europe's technological lag poses a threat to its competitiveness and sovereignty. Targeted investments, regulatory simplification, and specific strategies are essential to catch up with the U.S. and China in future disruptive technologies.

Europe’s Technological Stagnation

Technology increasingly drives national prosperity and sovereignty. While investing in disruptive technologies like AI enhances global competitiveness, Europe lags behind. Its technological delay could cost it between $2 and $4 billion annually by 2040, surpassing its current yearly spending on health, defense, and environmental transition combined.

Europe’s Alarming Technological Delay

From 2015 to 2022, major European companies invested 700 billion euros annually, or 3,000 euros per capita, trailing their American counterparts, particularly in technology sectors. Europe can only truly compete with the US and China in four of the fourteen technologies deemed critical for the future global economy.

The 14 key technological fields include AI, advanced connectivity, climate technologies, cloud and edge computing, digital trust and cybersecurity, electrification and renewable energies, the future of bioengineering, the future of mobility, the future of robotics, the future of space technology, immersive reality technologies, next-generation software development, quantum technologies, and semiconductors.

The Challenge of Europe’s Technological Competitiveness

Europe must now increase its technological investments to compete with leading nations. Numerous concrete proposals have been made, emphasizing the need to complete the single market and simplify regulations to boost investment. However, despite awareness, “the real impact remains unrealized”. This document offers a strategic response to these challenges, focusing on impact, speed, and scale.

Strategies for Europe’s Technological Future

It’s clear that Europe cannot lead in all technologies or apply the same strategy universally. It’s crucial to develop specific strategies for each significant technology. Europe must defend and expand its leadership in areas where it is already ahead, such as private wireless networks.

Implementing flagship initiatives led by the private sector could spark real changes in the investment climate. Similarly, launching ten major public sector projects could create a more favorable environment for investment and innovation. If Europe wants to compete effectively on the global technological stage, it must act strategically and swiftly.
