The European Commission is closely scrutinizing the algorithms used by YouTube, TikTok, and Snap. Stay tuned to find out the outcomes of this investigation.

European Commission Pressures YouTube, TikTok, and Snap

Under the Digital Services Act (DSA), the European Commission (EC) has demanded that YouTube, TikTok, and Snap disclose the workings of their recommendation algorithms.

The aim is to assess their role in amplifying systemic risks. The EC warned that failure to comply could lead to formal non-compliance proceedings under the DSA.

A Transparency Imperative to Protect Users

The EC’s request is part of the DSA’s objective to ensure that social platforms “adequately assess and mitigate risks arising from their recommendation systems”.

It highlighted the spread of harmful content and user mental health as examples of these risks.

Risks Linked to Recommendation Algorithms

YouTube and Snap are required to provide specifics on the settings of their algorithms and explain how these enhance risks related to:

  • Political elections
  • Civic discourse
  • Protection of minors
  • Social media addiction

TikTok Subject to Similar Requirements

TikTok must inform the EC about its measures to prevent manipulation by “malicious actors” and detail how it mitigates the same systemic risks, which the regulator believes are exacerbated by “certain recommendation systems”.

The platforms have until November 15 to respond to the demand. Non-compliance risks penalties for “incorrect, incomplete, or misleading information”. Should they not respond, the EC may issue a “formal request”.

In May, the EC launched an investigation against Meta Platforms (formerly Facebook) concerning potential DSA violations related to the protection of minors.
