Trump Repeals Key AI Regulation, Sparks Controversy

Donald Trump has revoked a Biden-era order regulating artificial intelligence, reigniting debates on innovation, national security, and the risks associated with generative AI.
Trump Repeals Biden’s AI Regulation Order
On Monday, President Donald Trump rescinded a previous order by Joe Biden aimed at mitigating AI risks to consumers, workers, and national security. The Republican Party, in its 2024 agenda, pledged to cancel this order, which it claims stifles AI innovation, asserting that “Republicans support AI development rooted in free speech and human flourishing.”
Legislative Framework for AI Development
The executive order signed by Biden required AI system developers, particularly those posing risks to U.S. national security, economy, public health, or safety, to share their security test results with the government under the Defense Production Act before public release of their products.
Testing Standards
Biden’s directive also mandated agencies to establish standards for these tests and to address associated chemical, biological, radiological, nuclear, and cyber risks. This move came as the U.S. Congress failed to enact legislation regulating AI development.
Concerns Over Generative AI
Generative AI, capable of producing text, images, and videos in response to broad instructions, is both exciting and concerning due to its potential to render certain jobs obsolete and other negative impacts. Last week, the U.S. Department of Commerce imposed new restrictions on exports of AI-related chips and technology, prompting criticism from the industry, including companies like Nvidia.
Last week, Joe Biden also issued a separate order to support the massive energy needs of growing advanced AI data centers, proposing the leasing of federal sites owned by the Departments of Defense and Energy. This order has not been repealed by Trump.
